States as Incubators of Change

- State legislatures have become incubators for new policies in privacy and technology. From financial security to data security, RFID to medical privacy, state legislators around the nation have developed models that balance the benefits of new technology with the safeguards necessary to maintain basic rights. Unfortunately, state legislatures have also become incubators for laws restricting access to the internet, in the form of limitations on access to social network sites and municipal wireless. This panel will bring together representatives from state governments, academics, business representatives, and privacy advocates, in a high-level discussion about these activities and how momentum at the state level can safeguard rights and spur positive federal action.
